Kerry has made a great case as to why American consumers would benefit from the "bulk reimportation" of prescription medication from Canada. Problem is, Canada's pharmaceutical companies aren't on board with the plan. Is this a failed unilateral policy of John Kerry or just more nuances of foreign policy?
